"Net Neutrality" refers to a free and unrestricted Internet, forbidding Internet Service Providers (ISPs) from price discrimination against Web sites based on content, ownership or source.

Neutrality guarantees ISPs wouldn't favor one site by prohibiting different quality of service and/or increased fees for accessing a Web site.
